Outreach Harm reduction have been providing services within the East Coast Area Dublin Mid Leinster area since 1989. Outreach provides interventions based on the philosophy of Harm Reduction. This philosophy could be defined as a pragmatic approach in which an attempt is made to reduce the drug related harm towards an individual, others and community through changing from high risk behaviour to safer behaviour. It places priority on reducing the negative consequences of drug use rather than trying to eliminate drug use or enforce abstinence. However it does not ignore abstinence as an achievable goal.
